“With Chairman Mao the class comprehends the necessity of building the three instruments of the revolution, Party, Army and United Front, interrelatedly. Thus he settles the construction of the three instruments in a backward, semifeudal and semicolonial country, through the people’s war. Concretely he settles the construction of the Party around the gun and it is the heroic combatant that leads its own construction and that of the Army and the Front.”

“Chairman Gonzalo puts forward the militarization of the Communist Parties and the concentric construction of the three instruments. The militarization of the Communist Parties is a political guideline that has strategic content, because it is the ‘sum of the transformations, changes and adjustments that are necessary to lead the people’s war as the main form of struggle that shall generate the new state’, and therefore the militarization of the Communist Parties is a key question for the democratic, socialist and cultural revolutions.”

The Communist Party of Peru gives its unconditional salute and subjection to our Great Leadership Chairman Gonzalo, Great leader of the Party and the revolution, the greatest Marxist-Leninist-Maoist living on the face of the Earth, center of Party unity and guarantee of triumph until Communism; to our all-powerful ideology, Marxism-Leninism-Maoism, Gonzalo thought, mainly Gonzalo thought. With exultant optimism we celebrate the LXXXVIII ANNIVERSARY OF THE COMMUNIST PARTY OF PERU that develops the people’s war in Peru, that as part of the world proletarian revolution is solving new problems that the revolution demands, implacably combatting revisionism within and outside our ranks.

We call the whole Peruvian people to celebrate the anniversary of the Communist Party of Peru, and the communists and revolutionaries to celebrate it as it should be celebrated, fulfilling our urgent tasks, struggling shoulder to shoulder with the masses, forging the proletarian leadership that the revolution needs. We call to reject and unmask before the masses the capitulation, the parliamentary cretinism and the conciliation promoted by imperialism and reaction through their revisionist agents, and analyze the situation in the world and in each country in the light of our universal ideology Marxism-Leninism-Maoism, and learning from what Chairman Gonzalo has proposed.

The Communist Party of Peru is a Party of the new type. It is a militarized Party for three reasons:

First, because we are in the strategic offensive of the world revolution; we are experiencing the sweeping away of imperialism and reaction from the face of the Earth in the next 50-100 years, an epoch marked by violence, in which all types of wars are expressed; we see how the reaction is militarizing itself more and more, militarizing the old states, its economy, developing wars of aggression, trafficking with the peoples’ struggles, yankee imperialism defending its condition as sole gendarme, to defend its hegemony and aiming for a world war. But since revolution is the main tendency in the world, the task of the Communist Parties is to uphold the revolution by implementing the main form of struggle: the people’s war, to oppose the counterrevolutionary world war with revolutionary world war.

Second, because capitalist restoration must be prevented. When it loses the power, the bourgeoisie introduces itself inside the Party, uses the army and tries to usurp the power and destroy the dictatorship of the proletariat to restore capitalism. Therefore the Communist Parties must militarize themselves and exercise the all-embracing dictatorship of the three instruments, forge themselves in the people’s war and strengthen the armed organization of the masses, the people’s militia, so that it swallows the army. That is why we are told to “forge the militants as communists, firstly and principally as combatants, and as administrators”; that is why every militant is forged in the people’s war and vigilant against any attempt at restoration. Today we see that the leaders of the superpowers Russia and China descend from the leaders who took the capitalist road, i.e. the sinister individuals who restored capitalism, seizing the leaders of the Central Committee and murdering them, in order to now present themselves as saviors of imperialism with their multipolar order, a change of name to continue, through blood and fire, the exploitation of the peoples of the Middle East, Africa and Latin America; in the face of so much misery and injustice, the Chinese people demands people’s war.

Third, because we are marching towards a militarized society. By militarizing the Party we realize a step towards the militarization of society that is the strategic perspective to guarantee the dictatorship of the proletariat. The militarized society is the armed sea of masses that Marx and Engels told us about, that guards the conquest of power and the defense of the power once conquered. We take the experience of the Chinese revolution, of the anti-Japanese base in Yenan, that was a militarized society where everything was born from the barrels of the guns. Party, Army, State, new politics, new economy, new culture. And in this way develop war communism. Solve the new problems by means of the people’s war, that is the commanding call, firmly applying Maoism!

The ideological construction is principal. The militants are forged in the basis of Party unity, Marxism-Leninism-Maoism, Gonzalo thought, principally Gonzalo thought; we say Marxism-Leninism-Maoism because it is the universal ideology of the proletariat, the last class in history, the ideology that must be applied to the concrete conditions of each revolution and generate its guiding thought; in our case the Peruvian revolution has generated Gonzalo thought because Chairman Gonzalo is the highest expression of the fusion of the universal ideology with the concrete practice of the Peruvian revolution.

The development of the revolution in Peru, India, Nepal, Philippines, Turkey demands that we give attention to the question of the leadership, starting from the ideological construction as the main point and the political construction.

Concerning the leadership. We are fully aware that no class in history has been able to establish its rule if it has not promoted its political great leaders, its vanguard representatives, capable of organizing the movement and leading it; and the Peruvian proletariat in the midst of the class struggle has generated the leadership of the revolution and its highest expression: the Great Leadership of Chairman Gonzalo. The reaction has two principles to destroy the revolution: annihilate the leadership and isolate the guerrilla from the masses, but in synthesis its problem is to annihilate the leadership, because that is what makes it possible to keep the course and materialize it.Our Party has defined that the leadership is the key, and it is the duty of all the militants to constantly strive to defend and preserve the leadership of the Party.

Facing the problems that the revolutions of the mentioned Parties confront, urges that they address this in the respective instances to preserve the leadership and guarantee the whole system of Party leadership for the fulfillment and the course of the revolution. If it is not addressed in time it will lead to setbacks, failures in security and in the organizational aspect. We must build apparatuses superior to those of the reaction and make the evaluation of this aspect. For every Communist Party, carrying forward the ideological construction requires leading and developing, from the Central Committee, the rectification campaign to ward off opposing positions and even lines that are brewing. What is needed is to make the ideological leap, to make the leap in the political and then in the organizational; it never goes from the organizational to the ideological, that is revisionism.

Two-line struggle. The Party is a contradiction in which the class struggle is expressed as two-line struggle between left and right. The Two-line struggle is the motor of the Party’s development; the correct handling of it leads to the left being imposed. We combat conciliation because it nourishes the right; and the principle of criticism and self-criticism must be practiced by everyone, by militants, cadres, leaders and also combatants and masses, taking up the philosophy of struggle and going against the current, keeping in mind that the Central Committee is the eye of the storm, because that is where the sharpest contention of classes is expressed. The just and correct handling of the two-line struggle has served to maintain the unity of the Party and develop the people’s war; in general, it has revisionism as the main danger, although in the Party it continues to be unfolded against rightist criteria, opinions, attitudes and positions, as a struggle within the ranks of the people. It is necessary to organize the two-line struggle to impose the line of the Party, through a plan to develop it in an organized manner.

Currently in the Communist Party of Nepal, the Prachanda and Biplav factions are working openly together against the new, third and higher stage of Marxism which is Maoism, and this is what they are working in the dark to establish in a new revisionist congress. It is the duty of all communists to unmask them point by point and accordingly crush these miserable renegades of Maoism who today proclaim that there are socialist countries – the BRICS? We must learn from Chairman Mao: Bombard the headquarters of revisionism! And it must be emphasized that the left of the CPN is waging a firm and wise two-line struggle that will have repercussions in the left of the CPI (Maoist), the CPF, the PKK etc.
As communists, we must see the revolutionary situation in order to advance boldly.

 

International situation

Richard Nathan Haass, President of theU.S. Council of Foreign Relations, argued in his book The Reluctant Sheriff (1997): “that the United States should play the role of international sheriff. Maintaining international order often means “assuming the role of international sheriff, one who forges coalitions or posses of states and others for specific tasks”.

This character, who acts as ideologist, wants one sole international gendarme that transforms into a coalition of states that patrol the international system through the NATO.

Today Haass recognizes the failure of Yankee imperialism and states “that the U.S. should offer the world an agenda that would be acceptable to other countries and capable of stimulating other partners (i.e. countries) to work together to develop new solutions”.

The repartition of the world after World War II was based on “global progress”. In the economic sphere the opening of markets (FTA), in the political sphere bourgeois democracy and in the social sphere “human rights”; these principles were imposed on the world through wars. Facing the deepening of the crisis of imperialism, and in particular the last financial crisis of 2008 and the emergence of “populist nationalist” (fascist) currents in the old European democracies (England, Germany, France, Italy), the basis of “global progress” is being questioned by Tyrians and Trojans from within the entrails of imperialism.

Chinese imperialism has politically incorporated old Yankee allies in Asia, like the Philippines, Thailand and Nepal (with Prachanda and the Biplav faction) and is advancing economically and militarily. In the Middle East, the U.S. and “the coalition” failed with the plans of the “Arab Spring”, deepening its world financial crisis. Oil, gas and drug traffic were taken over by the “consortium” of Russian and Yankee imperialism. What is now happening is the repartition of the Middle East headed by Israel, denying the rights of the Kurdish, Palestinian and Yemenite peoples, which Russian and Chinese imperialism do not give a damn about; they only care about their “silk road” and how to contain the regular army (Daesh/Islamic State etc.) that Yankee imperialism has forged to advance against Russia and encircle it with the Baltic countries, and concerning China it tries to rein in its maritime business and thus strike against it with the support of Japan, Australia and South Korea.

Chinese imperialism tries to overcome and take over the power of Yankee imperialism in the medium-term; currently it is not in a condition to replace it in the short term as the dominant country of the world. The power of imperialism implies the capacity to turn countries into vassals, to create colonies and semicolonies, to redivide the world, to impose taxes, to throw out and to set up governments, to control the oil, gas and drug resources, to wage wars, to develop bureaucrat capitalism, etc.

Robin Christian Howard Niblett, Director of Chatham House (Royal Institute of International Affairs) considers that “…the non-Western rising powers, China chief among them, will want to sustain the existing international economic order of relatively open markets and free flows of investment. After all, only through continued integration into the global supply chain of goods, services, people, and knowledge can emerging markets meet the aspirations of their growing middle classes”
The journalists of the world say about the current situation that we are going into a “democratic recession” in order to sugar the pill and not say that what we are experiencing is Yankee imperialism losing its hegemony. With some sadness, Marc Bassets says: “The consolidation of an alternative model – in China and Russia – and the setbacks of the traditional democracies – from the Great Recession to the Euro crisis or the legislative paralysis in Washington – have undermined the attractiveness of the Western model. Now almost no one is defending that, in short or medium term, the current of history inevitably would lead to a Jeffersonian or Westminsterian democracy, or that economic development would be inseparable from the universal right to vote or the separation of powers.”

Micklethwait and Adrian Wooldridge: “…for the first time in this millennium, Europe and the U.S. are no longer in the vanguard of the ideas about the good government. The West has lost its monopoly.”

In synthesis, in the contention for world hegemony the die is cast, the repartition of the world is going on; the starting point is the Middle East, the Turkish and Jewish fascists want to swallow up the peoples, as they are assigned to do by the new multipolar order of Yankee, Russian and Chinese imperialism. Denounce and crush the perverse plan against the Arab peoples! Communist Parties of the world, develop people’s war against the imperialist superpowers, coordinate the actions! Crush the revisionists, capitulators and opportunists! Miserable pawns!

Finally we call the Communist Parties: “May Maoism take command of the new great wave of the world revolution! –bycrushing the opposing lines, because the triumph of the world revolution will march over them.
