Today, the 26th of December 2003, we celebrate the 110th anniversary of the birth of Chairman Mao, recognized great leader of the Chinese revolution and the world revolution. To understand the prominence of Chairman Mao it is enough to state that out of three gigantic triumphs of the proletariat in the last century – the October revolution, the victory of the Chinese revolution and the great proletarian cultural revolution – two are due to Chairman Mao, and so he is the creator of a new stage of Marxism-Leninism: Maoism, the third, new and higher stage of the ideology of the international proletariat: Marxism-Leninism-Maoism, principally Maoism. There is no better occasion than this to reaffirm ourselves in our ideology – today more than ever, because it is being attacked, there are attempts to defame it and it is being denied. We maintain an absolute conviction that it is all-powerful because it is true; this is a reality that is plain but solid as a cathedral. After all, all this idealist hot air will pass and the facts will remain as incontrovertible reality, as our Chairman Gonzalo teaches us.

At more than one occasion our Great Leader has affirmed that "all these attacks against Marxism are nothing more than the prologue to its new development". All these attacks correspond to the general counterrevolutionary offensive that Yankee imperialism leads as sole hegemonist and great gendarme. These attacks come from imperialism, revisionism and reaction, during times when they find themselves in the strategic defensive and world revolution finds itself in the strategic offensive. Hence, when world reaction realizes their situation, they feel that they are being cornered more and more every time, which is why they defend themselves more desperately and are prepared to sink the world into slaughters in defence of their decrepit power. That is what confuses and frightens some people. Because of this some people, from within the Revolutionary Internationalist Movement (RIM), speak of “the colossal power of Yankee imperialism”, thus repeating old reactionary theses like “arms, not men, are decisive”, in full convergence with the general counterrevolutionary offensive. These persons focus on imperialism, on the enemy – they do not focus on the power of the people, of the masses. Remember here the counsellor of the United Nations’ Security Council who said that after World War II the masses have stood up and will never again be down on their knees. And this is what we are seeing in the struggle against the imperialist aggression and occupation of Iraq, Afghanistan, Palestine and many other countries, in spite of the cheap victories that the imperialists fabricate to win elections and as part of the psychological warfare. Chairman Gonzalo tells us: "facing a counterrevolutionary offensive the men must act, even more so the communists; we have to transform this offensive into a revolutionary counteroffensive. That the condition of principal tendency, which is revolution, expresses itself depends on the transforming action of man, and we communists have to concretise the people’s war specifying it to the concrete conditions of each revolution". And this is what is needed for the full power of our ideology, Maoism, to be expressed.

In the problem of how to specify the revolution in each country Chairman Mao Tse Tung’s greatness is expressed even more. Chairman Mao did not accept the errors and bad advice of the International. He taught that there is no father Party, no baton. Chairman Mao taught that one can not depend on another, since the other acts as a superpower and handles things according to his political interests. Today – with the obvious and fundamental differences from the situation with the Communist International – against all that Maoism teaches, some persist in cheap hegemonism with the clear purpose of imposing their revisionist positions on the level of the whole Revolutionary Internationalist Movement (RIM). Furthermore, we see how others, following bad advice, appeal to the imperialist powers of Europe or to China, thus reediting the theory that “one can not advance in the revolution if one is not in the shadow of the superpowers or can not count on the support of the powers”. This is harmful, this is to make a people’s war, a revolutionary struggle and an armed struggle into pawns in the game of the superpowers or imperialist powers. Against this lackey theory, which under the pretext of “utilising” the interimperialist contradictions is used by certain people, our Great Leader has established clearly: “Some say to us, how are you going to win if you do not have the support of anybody. Precisely, we do not want that support which what it does is pass us over from the hands of some exploiters to the hands of others. Tomorrow when we triumph, we will maintain the same policy. They will surround us, that is how it will be, but as there are deals in the world they have to make deals. There will always be those who have products they want to sell. The contradictions between the powers lead to the further development of the war for markets. It will be preferable to pay a higher price than to submit to anybody’s baton. One must have a real judgement of the revolution.”

Also, “peace negotiations or conversations” are raised to the skies, saying “as a way to make the revolution advance” nourished by the illusion of a rapid victory, thinking that the revolution is a single blow; but in reality they will only go from one system of government to another system of government, maintaining the same system of class dictatorship, the old landlord bureaucratic state, in this hypothetic case only developing capitalism. Thus they change the program of the revolution which is struggling for the total and complete victory of the democratic revolution in the whole country, and when this stage is culminated, immediately without any interruption, going over to the socialist revolution in order to, together with the international proletariat and the peoples of the world, through cultural revolutions, continue humanity’s march towards its final goal, communism. With this they are on the way to replacing people’s war with armed struggle of the “war lords” in the service of powers. Others repeat stupidities such as: “that the people’s war is universal but for the backward countries, but not for applying in the imperialist countries”. With this they go against the core of dialectical materialism, the contradiction.

The “foundation” of these problems is found in the ill-fated revisionist position spread by the so called party that heads the hegemonism within the RIM; that of making the development of the world revolution conditioned to the situation of imperialism. What they do is argue that imperialism is so powerful and that if it does not find itself in an extremely deep crisis the revolution can not win, and this as the same time as they deny at any cost that imperialism is in crisis, that is, what is to be done is to lie on one’s back and wait for “the adequate moment” to arrive from heaven like some kind of divine grace. Thus, they justify it with “the decade of growth in the United States”, which serves as the radicaloid alibi of “the left wing” of the democratic party calling for “voting against the war” as a form of “resistance”. These are the same people that “discovered” that they could speak of the universal validity of the people’s war while at the same time denying its application in the imperialist countries; saying that they are going to wage people’s war, but beginning with the insurrection, without going from the small to the great, building New Power - that is, denying the core of people’s war, in this way the last thing pointed out by some other people is a mere repetition of the same thing but in more direct and open form. These points are necessary to consider and especially for those that have fallen into converging with this. Furthermore, we must never forget that these stupefied intellectualoids were in solid opposition to Maoism and that it was only with the implacable advance of the people’s war in Peru, which they deny today and attack slyly, that they had to step back, though without wanting to self criticise and crush their old positions which they still maintain.

Against all these revisionist positions, Chairman Gonzalo tells us: "the people’s war is the complete and highest military theory of the international proletariat established by Chairman Mao. A decisive key question is the understanding of the universal validity of the people’s war and its consistent application, keeping in mind the different types of revolution and the specific conditions of each revolution. In the imperialist countries the revolution can only be conceived as revolutionary war and this, today, is simply people’s war. The people’s war is protracted, the time of duration can be extended or shortened within its protracted character in proportion to the degree to which we fight in close keeping with the proletarian military line, since rightism is the main danger that can cause serious obstacles to the war".

At the bottom of all this is the key question of the revolutionary violence. The general counterrevolutionary offensive aims to sweep away and deny the revolutionary violence as well as the dictatorship of the proletariat, socialism and the Party, starting with the denial of Marxism – these are things that we as communists must not allow. That is why we by necessity must uphold, defend and apply Maoism to sweep away the revisionist positions that within and outside of the Revolutionary Internationalist Movement converge with this general counterrevolutionary offensive. The problem is the revolutionary violence, which is nothing but the continuation of the class struggle with arms in hand; the problem is the people’s war, to destroy the old order and to build the New Power, shaping it as People’s Republic and, in perspective, to concretise the dictatorship of the proletariat to serve the advance of the world revolution. And the Communist Party of Peru, developing the people’s war, accomplishes its given solemn pledge of leading the Marxist-Leninist-Maoist, Gonzalo Thought revolutionary counteroffensive to crush that general counterrevolutionary offensive and make Maoism shine principally, reaffirming ourselves in the principles and in the light of these judge the new situations.

Chairman Gonzalo calls us to be Marxists and not Khrushchev, not Gorbachev, not Deng Xiaopingists – in short, not to be revisionists; we are opposed to revisionism. Today revisionism is in its general bankruptcy, but this doesn’t mean that it doesn’t exist; somewhere nearby their accomplices swarm, covering themselves with new forms for deceiving the class and the people. So, we say, they are not “neo-revisionists”, they are but accomplices of contemporary revisionism and this is in bankruptcy, they are rotten forever.

Because of all this, against all the attacks against our ideology we reaffirm ourselves in the solemn pledge taken up by the Communist Party of Peru to Uphold, defend and apply Marxism-Leninism-Maoism, principally Maoism! and, strive untiringly to help in making it command and guide for the world revolution – its sole guarantee of triumph. And this strategic task is inseparable from the defence of Chairman Gonzalo’s life.

Chairman Gonzalo is the greatest living Marxist-Leninist-Maoist and in him the whole Party with the Central Committee reaffirms itself as one single fist. Every communist, combatant and member of the masses reaffirms himself in giving absolutely everything for the life and health of the Great Leader of the Party and the Revolution and showing him as he is to the international proletariat. We denounce the agreement of the reaction and the rats of the revisionist and capitulationist ROL to protect the genocidal members of the Armed Forces and Police forces of the old Peruvian state and the heads of the ROL; that imperialism, Peruvian reaction and revisionism, particularly the rats of the ROL, are for maintaining the absolute isolation of Chairman Gonzalo to deny the whole enthroning of Gonzalo thought in the mind of the international proletariat and the peoples of the world; his public presentation as demanded by the Party, however short, would be a great victory for the world revolution and a great blow against imperialism, reaction and world revisionism, and, even more, against the ROL and those who within the RIM, in full convergence with them, only want and like listening to capitulation. These miserables are horrified by the revolution. There will not be any room for these people in the revolution – the red will crush them. Because of this they only have ears for the siren songs of the reaction. They, like the ROL, take as their starting point what the reaction says; in this way we are different because we take the facts as our starting point, then we analyse part by part within the whole in zigzag advance and development and connected to the development of the Party and its role in this part of the history of our country and of the world, always guided by Marxism-Leninism-Maoism, Gonzalo thought, principally Gonzalo thought.
It is our duty to unmask all these runts, it is our duty to defend our Great Leader against all the sinister attacks, wherever they come from.

Give great impulse to the task of the reconstitution of the Communist Parties. It is our duty to oppose with Maoism this general counterrevolutionary offensive and its convergences within our Movement, knowing that only with people’s war can we confront it and for this we need Communist Party. This poses for us the question of giving a great impulse to the reconstitution of the Communist Parties as militarised Marxist-Leninist-Maoist Parties to carry forward the world revolution through people’s war, to lead the new great wave of the world revolution which we have entered. Parties of a new type and purified of revisionism, prepared to initiate the people’s war and lead it until Communism. Parties that firmly apply independence, self-determination and self-sustenance. Parties that, as part of this process, generate a Great Leader and as the foundation of this Great Leadership a guiding thought, as the result of the application of the universal truth of the ideology of the international proletariat to the concrete conditions of each revolution; guiding thought that is indispensable to reach victory and conquer power, and, even more so, to continue the revolution and maintain always the course towards the only grand final goal, Communism. All this developed through a persistent, firm and sagacious two-line struggle, defending the proletarian line and defeating opposing lines, in the midst of the class struggle.

The communists of the world must reconstitute the Parties now; it is not a question of accumulating forces or gathering all kinds of grouplets: the question is to - counting on a handful of communists, following the very examples of Chairman Mao and Chairman Gonzalo - constitute or reconstitute the Party to initiate as soon as possible the people’s war in all countries and this in the west and in the east, from south to north, in a cold country or a warm country, wherever it may be, world people’s war is on the agenda: to constitute or reconstitute the Parties and initiate the people’s war, this is the task of the communists, it is as simple as that.

We are for the unity of the international communist movement and for making the RIM advance. But, we are firm practitioners of what Chairman Mao teaches us, that unity is sustained by the principles, by the ideology of Marxism-Leninism-Maoism around the actual situation and our tasks, and if we do not start from the ideological unification we will not have a base of unity, if there is no unity in understanding there is no base to start from. And on top of the unity of understanding rises the unification in politics; only with the same understanding do we establish the same politics and all the other unifications. Now is the time to say that the hegemonist tendencies are being shaped into splitting plans. We put forward uniting under Maoism, and in the light of it seeing all the situations that present themselves to us. For this reason we are for making the RIM as a whole advance and for crushing the hegemonist tendencies and their temptations of splitting.

And this we have to do, because Chairman Mao calls the Maoists to unite because Maoism is the third, new and higher stage, it is the ideology that unites the communists of the world. He calls the peoples of the oppressed nations which constitute the immense growing mass of the world population, where the weight of the masses is expressed more. But he calls the peoples of the imperialists countries as well. Thus, he calls the communists and revolutionaries of the world to unite, so that the immense masses express their might on Earth. Unite to overthrow world imperialism, revisionism and reaction - this is fully valid today!
